Job Creation, Employment and Investments in Human Capital

The global economy is undergoing rapid and fundamental change. Demographic shifts, technical progress and the negative consequences of the international financial crises change the situation with employment in different countries. Those countries, which will succeed to adapt to the changes, will gain serious progress in the improvement of living standards, the growth of productivity and strengthening of social solidarity.

"Job Creation, Employment and Investment in Human Capital" were marked out as one of the main priorities of B20 and the respective Task Force was established.

The main problem of the labour market is a lack of workplaces. Favorable business environment, investment in human capital and efficient elaborated employment policy should be provided to tackle this problem and stimulate economic growth.

The labour market is in desperate need of educated and qualified employees, continuing learning during all their lives. The vocational training system ensures a source of qualified workers for business and in these times of high youth unemployment it also gives young people a start to working life that is practical and oriented towards the labour market needs of today and tomorrow.

Thereupon the B20 Employment Task Force is going to concentrate its work on the quality apprenticeship, which is an effective tool of youth employment promotion, as well as on such issues as flexible labour markets and sustainable pensions systems.

B20 Employment Task Force will be working in a tight cooperation with L20, C20 and Youth20. The IOE will act as secretariat for the Task Force.

- Apprenticeships.  This issue is a main focus of the work of the B20 Job Creation Task Force. It was agreed to build on what has already been done, as well as on the IOE and BIAC initiative on apprenticeships.

Flexible labour market, which is seen to be closely linked to the promotion of youth employment. The situation at national level should be assessed, since many countries are undertaking major reforms of their labour markets. In drafting recommendations, the Job Creation Task Force will make use of the work done by the IOE and BIAC in this regard.

-  inclusion of vulnerable groups into the labour market.

- sustainable pensions systems and its influence on the processes of job creation.
